On November 19th I received representatives of the China Association and Federation of British Industries (including Mr. Swire) and gave them in confidence a brief outline of our draft treaty.

2. Subsequently representatives of the shipping firms engaged in the coastal and inland navigation trade were received at the Foreign Office and were told in confidence of our attitude to this question as set out in paragraph 16 of my #2 telegram No. 1522 [of November 27th].
